In Suomi.fi e-Authorizations, an organisation or a person can grant another organisation or person the right to act on their behalf in Traficom’s My e-Services. The company’s authorised signatory has the right to use all e-services without separate mandates. The mandate service provided by officials allows granting electronic mandates and acting on behalf of someone else for those who cannot independently grant electronic mandates in Suomi.fi e-Authorizations.
Traficom’s electronic services use the following mandates:
Maintenance of transport operator data and permits
This mandate allows the assignee to carry out the following actions related to acting as a transport operator on behalf of the assignor
- entering into agreements, submitting requests for corrections to payments and permit applications and viewing permit information
- submitting a notification on the person in charge of vehicle use
- updating invoicing information
- viewing and editing the assignor’s basic information, transaction history and transaction confirmations
- viewing the assignor’s information on transportation means that may contain specific personal data
Viewing transportation means information
This mandate allows the assignee to do the following on behalf of the assignor
- viewing the assignor’s information on transportation means that may contain specific personal data
- viewing the assignor’s basic information, transaction history and transaction confirmations
Vehicle registration
This mandate allows the assignee to manage the registration of vehicles on behalf of the assignor, such as
- registering a vehicle for the first time or declare a transfer of ownership or possession of a vehicle to the assignor
- decommissioning and commissioning a vehicle in transport use
- ordering a license plate or a registration certificate
- managing application matters related to vehicle registration, such as requests to correct registration details
- viewing the assignor’s information on transportation means that may contain specific personal data
- viewing the assignor’s information, transaction history and transaction confirmations
Creating a certificate and notification of transfer for vehicles
This mandate allows the assignee to carry out the following actions related to the change of ownership of a vehicle on behalf of the assignor
- creating a certificate
- submitting a notification of transfer, first registration of a vehicle or change of ownership
- decommissioning and commissioning a vehicle in transport use
- ordering a license plate or a registration certificate
- managing application matters related to vehicle registration, such as requests to correct registration details
- viewing the assignor’s information on transportation means that may contain specific personal data
- viewing the assignor’s information, transaction history and transaction confirmations
Handling vehicle tax-related matters
This mandate allows the assignee to handle vehicle tax-related matters on behalf of the assignor. This includes
- changing vehicle tax instalment
- applying for vehicle tax exemption (only private customers)
- transferring a valid vehicle tax exemption from one vehicle to another (only private customers)
- ending a valid exemption from vehicle tax (only private customers)
- searching vehicle tax debt information
- reporting a bank account number for the return of vehicle tax (only organisations)
- reporting the use or non-use of a lorry’s towing device
- applying for an exemption from the fuel fee
- paying vehicle tax
- applying for the transfer of vehicle tax liability (only organisations)
- applying for a vehicle tax invoicing agreement (only organisations)
- viewing the assignor’s vehicle tax and tax exemption information
- viewing the assignor’s information on transportation means that may contain specific personal data (only organisations)
- viewing the assignor’s basic information, transaction history and transaction confirmations.
Registering watercraft and ships
This mandate allows the assignee to do the following on behalf of the assignor:
- submitting registration notifications for watercraft and ships
- viewing the assignor’s information on transportation means that may contain specific personal data
- viewing the organisation's information, transaction history and transaction confirmations
Notifying self-checks and inspection deficiency reparations
This mandate allows the assignee to do the following on behalf of the assignor
- submitting a self-monitoring notification of a ship survey
- reporting any deficiencies found in the survey as rectified
- viewing the assignor’s information on transportation means that may contain specific personal data
- viewing the organisation's information, transaction history and transaction confirmations
Declaring information on seagoing service
This mandate allows the assignee to do the following on behalf of the assignor
- declaring seagoing service information of the crew
- viewing the assignor’s information on transportation means that may contain specific personal data
- viewing the organisation's information, transaction history and transaction confirmations
Applying for professional maritime navigation authorisations
This mandate allows the assignee on behalf of the assignor to apply for authorisations, certificates, inspections and approvals related to professional maritime navigation and to report any relevant changes.
Ordering transportation means information
This mandate allows the assignee to do the following on behalf of the assignor
- ordering vehicle information
- viewing information on transportation means that may contain specific personal data
- viewing the assignor’s basic information, transaction history and transaction confirmations
Maintaining road transport licences
This mandate allows the assignee to apply for road transport licences on behalf of the assignor and to view and edit license information, notifications and registrations.
Aircraft registration
This mandate allows the assignee to submit an aircraft registration notification on behalf of the assignor.
Application for aircraft permits
This mandate allows the assignee to apply for permits related to aircraft, such as certificates of airworthiness, airworthiness review certificates or noise certificates on behalf of the assignor.
Approval and amendment of aviation operations manuals and methods
This mandate allows the assignee to do the following on behalf of the assignor:
- apply for approval of aviation operations manuals and methods and amendments to them
- notify of such amendments that do not require prior approval.
Application for aviation approvals
This mandate allows the assignee to do the following on behalf of the assignor:
- apply for aviation approvals or amendments to them
- notify of the commencement of operations subject to notification or of the termination of operations under an approval and returning the approval.
Private customers
You can act on behalf of another person by following e-authorizations.
- Vehicle registration
- Creating a certificate and notification of transfer for vehicles
- Handling vehicle tax-related matters (with the exception of notification of account number)
- Registering watercraft and ships
- Notifying self-checks and inspection deficiency reparations
- Ordering transportation means information
- Aircraft registration
- Application for aircraft permits
- Application for aviation approvals
Acting on behalf of a person as their guardian
Private guardians and attorneys approved by the Digital and Population Data Services Agency can manage the financial matters of their clients without separate authorisation. Read more about the subject. (External link)
When using services as an attorney, please note the following:
- The right to use services is not restricted in the continuing power of attorney document to a specific asset such as vehicles.
- The continuing power of attorney document does not specifically require that more than one attorney should use the services on behalf of the granter at all times.
Acting on behalf of a minor
A guardian registered in the Population Information System can act on behalf of a minor without a specific mandate in the following services:
- Vehicle registration
- Registration of watercraft
- Vehicle taxation
Acting on behalf of a person with a non-disclosure for personal safety reasons
The person with a non-disclosure for personal safety reasons can authorise another person to act on their behalf. It is not possible to act on behalf of a minor with a non-disclosure for personal safety reasons in My e-Services.
Authorisation in the Finnish Trade Register, the Business Information System (BIS) or the Finnish Register of Associations
When a user chooses to act on behalf of a company, the system will check the Finnish Trade Register, the Business Information System (BIS) and the Finnish Register of Associations for whether the person has a right to represent the company that entitles them to act on behalf of the company/organisation. If the person has been granted this right, they will not have to do anything and can use My e-Services without having to be granted any separate Suomi.fi e-Authorizations. - Trader
- Managing Director
- Substitute Managing Director
- Deputy Managing Director
- General Partner
- Member of the Board of Directors in a limited liability company or a housing company
- Chairperson of the Board of Directors in a limited liability company or a housing company
- Chairperson or member of an association
- Liquidator
- Procuration holder
The members of the board in a limited liability company or a housing company have the right to grant a mandate together, if
- There is an entry in the Finnish Trade Register on all the board members
- All the board members have a Finnish personal identity code
Bankruptcy estates
The following can act on behalf of a bankruptcy estate:
- A liquidator registered in the Finnish Trade Register (all rights)
- An estate administrator appointed for the bankruptcy estate with our agency’s mandates. They can give the authorisation themselves based on the bankruptcy estate documents or the persons with the right to represent the company can give them the authorisation.
- Rights to represent the company and granted mandates for persons with official roles in the company (e.g. Managing Director) remain also after bankruptcy.
Official roles in companies that have been placed into liquidation will end, but mandates that have been granted before the liquidation remain valid.
Granted mandates in the authorisation register
If a representative of a company does not have the right to act on behalf of an organisation on the basis of their position, they should have a mandate granted to them by the company in Suomi.fi e-Authorizations. The mandate may be granted by the company’s authorised signatory or by a person who has been given the right to grant mandates by the authorised signatory. (External link)
