All providers of audio-visual content services established in Finland must promote the accessibility of their services. Under regulatory provisions that entered into force at the beginning of 2021, all providers of audio-visual content services established in Finland are required to submit to Traficom action plans and reports on accessibility.
Action plans
Providers of audio-visual content services must prepare action plans on how they continuously and gradually make their services more accessible to people with disabilities and what measures they are taking to promote accessibility.
Traficom has collected the first accessibility action plans covering the years 2022–2023. The data has been published in spring 2022. In the future, action plans will be requested every 2-3 years.
Reports
Providers of audio-visual content services must report on the implementation of their measures. The reports must indicate the percentage of programmes made available to viewers in an accessible format. The reports must also describe the measures taken to gradually implement accessibility. Particular attention must be given to the implementation of accessibility in on-demand programme services taking into account the objectives specified in the above-mentioned action plans.
Traficom will request service providers to submit their first reports on the accessibility measures they have taken in 2022–2023 end of year 2023. After that, the reports will be collected where appropriate.
