Instead of a taximeter, some other device or system may be used in taxi services if the service provider and passenger agree on a fixed fare before the journey begins.

A new regulation issued by the Finnish Transport and Communications Agency (Traficom) defines minimum technical requirements for data gathered with other devices or systems than taximeters and for the storage of the data gathered. “By setting technical requirements, we can ensure sufficient and reliable data for tax control, for example. We do not set requirements for the technical implementation of the device for gathering data, and the devices do not need our approval. The responsibility for ensuring that a device complies with the regulation lies with the taxi transport operator,” says Chief Adviser Kimmo Pylväs from Traficom.

The following data must be gathered on each taxi journey:

  • entrepreneur identification details
  • vehicle identification details
  • identification details of the driver on the journey
  • journey time, length and duration
  • fare and payment method details.

The authorities use this information in their supervision duties, including tax-related supervision.
