Open internet, or net neutrality, is guaranteed by EU Regulation 2015/2120 (Telecoms Single Market Regulation, TSM Regulation). In Finland, compliance with the Regulation is monitored by the Finnish Transport and Communications Agency Traficom. The Regulation aims to safeguard equal and non-discriminatory treatment of traffic in the provision of internet access services and to ensure users’ right to open internet access.
