This Regulation applies to organisations which offer ground handling services in Finland for commercial air transport on such airports to which the EASA Regulation applies. This Regulation also applies to the airport operator if it provides ground handling services, and to self-handling provided by the aircraft operator. Additionally, the Regulation contains obligations for the airport operator and the aircraft operator in connection with the provision of ground handling services.
