Traficom considers that Posti did not violate its collection and delivery obligation provided in section 17 of the Postal Act when Posti changed its delivery services by starting to deliver letters included in the universal service primarily on Mondays instead of Tuesdays, like it did before. Posti emphasised to Traficom that if it does not deliver all letters included in the universal service on Monday, it will deliver the remaining letters on Tuesday. Therefore, Posti's new delivery day does not require any actions by Traficom.
