The parking card for people with reduced mobility replaced the disabled parking permit as of 1 June 2020. Disabled parking permits issued before 1 June 2020 will remain valid as normal until their original expiry date. The parking card for people with reduced mobility is personal to the holder. The parking card may only be used in a vehicle that is driven by or used to transport the holder of the parking card. The parking card is valid in all European Union member states.

Use this service to apply for

  • a new parking card for people with reduced mobility
  • the renewal of an expiring or expired disabled parking permit or parking card for people with reduced mobility
  • a replacement parking card to replace a lost, stolen or destroyed permit or parking card or due to a name change.

You can apply for a parking card for yourself or for another person on their behalf. You can apply for a parking card for people with reduced mobility via Traficom’s e-Services or alternatively at an Traficom’s service provider Ajovarma's service point.

A parking card for people with reduced mobility is issued if the relevant conditions are met. You can use the same application to apply for exemption from the basic component of vehicle tax.

This service cannot be used to apply only for the tax exemption. If you already have a parking card for people with reduced mobility, you can apply for exemption from the basic component of vehicle tax (External link) in a separate service.

Obtain a medical report, if applicable

You need a medical report if you have not been previously issued a parking permit/parking card or your previous permit/parking card was issued for a fixed term of less than 10 years due to your disability being assessed as being temporary.

You also need a medical report if your previous permit/parking card was issued in another EU or EEA country, as the issuing conditions vary between countries. The certificate must meet the conditions for issuing a parking card. Doctors and health centres have forms for issuing a medical certificate for a parking card for people with reduced mobility.

Submit your application

As long as the service conditions are met, you can apply for a parking card for people with reduced mobility via Traficom’s e-Services or alternatively at an Traficom’s service provider Ajovarma's service point.

A new parking card and the renewal of a previous permit are subject to an application fee of EUR 22. The issuing of a replacement parking card (duplicate) due to a name change or to replace a lost, stolen or destroyed parking card is subject to an application fee of EUR 16.

You do not need to submit an application in person. Instead, you can have another person submit it on your behalf with a power of attorney. If you are applying for a parking card for a child in your custody, you do not need a power of attorney. The parking card is issued based on a medical report or a previous permit/parking card issued on the basis of a permanent disability.

You do not need to submit a medical report when applying for a parking card to replace a lost, stolen or destroyed card. The details of the previous permit/parking card will be checked from the register before the issuing of the parking card.

When applying for a parking card at Ajovarma, you do not need to submit your application in person. However, the application fee must be paid when the application is submitted, due to which the application cannot be submitted by post. Make sure you have the necessary attachment before you submit your application. The application cannot be withdrawn and the application fee is non-refundable.

When applying for a parking card, you can also apply for exemption from the basic component of vehicle tax. When doing so, please provide, either in the application or the online service, the taxpayer’s personal identity code and the registration number of the vehicle for which the exemption is being sought. You can apply for the exemption at the same time as applying for a new parking card for people with reduced mobility or renewing your parking card or permit, but not when applying for a duplicate to replace a lost permit, for example. The validity period of the exemption is linked to that of the parking card. The exemption can be granted for only one vehicle.

The parking card will be delivered by post to your home

The parking card will be delivered by post to your home address within approximately six business days from the date on which the application was submitted, provided that the relevant conditions are met. If your online application is incomplete, an Ajovarma customer service agent will contact you.

A parking card can also be issued to an employee of a health care institution for the purpose of transporting clients. Parking cards for health care institutions are only issued by Ajovarma.

The application must include a free-form description of the nature of the institution’s activities and its need for a parking card. Parking cards for health care institution employees are always issued for a fixed period of five years.
