Do you want to inspect and register a used vehicle imported from abroad, but the vehicle lacks the documents normally required for inspection and registration?

You will need a certificate of previous registration for the registration inspection of a used vehicle imported from abroad that has not been registered in Finland. This certificate can be:

  • a foreign registration certificate, or
  • a certificate issued by a foreign vehicle registration authority, or
  • information on the vehicle’s previous registration from a system maintained by a competent authority.

In certain exceptional cases, a certificate from abroad is not required. These exceptions are described on the Registration inspection page.

If you are unable to obtain the requested certificate from the previous foreign registration authority, Traficom may — for a special reason — accept other reliable documentation as proof of your right to register the vehicle.

Do the following

Log in to the service and complete the application electronically

  • Log into Traficom’s “My e-Services” service. The application can be found under “Vehicle exemptions”. 
  • Fill in your contact information and the details required on the application. 
  • Complete the application carefully, because the decision is based on the information you provide.

Add the attachments

  • Attach documentation that shows the vehicle’s previous registration, use in traffic, or first date of commissioning. Acceptable evidence could be, for example:
    • a certificate of periodic inspection performed abroad,
    • proof that the vehicle was insured and regularly used in traffic, or
    • proof of paid vehicle tax. 
  • If the previous registration authority responded that the registration information is only available to another registration authority, you may attach that response to your application.

Pay the application

  • Pay the application fee through the service. The fee is 80 euros. After payment, the application is ready for submission. 
    • The fee is not refundable even if the application is rejected or not processed.

You will receive the decision via Suomi.fi-messages or by mail

  • You will receive the decision via Suomi.fi-messages. If you do not use that service, the decision will be sent by mail. 
    • During processing, Traficom may contact you if further clarification is needed.

Present the vehicle for a registration inspection and register it

  • If Traficom grants your application, present the decision at the registration inspection. Once the inspection is approved, you can register the vehicle at a vehicle inspection station that offers registration services. 
  • If the vehicle is subject to car tax, notify the Finnish Tax Administration and pay the tax before registration.
