Do you want to register a used vehicle from abroad, but it’s missing the documentation required for the inspection and registration procedure?

You will need a certificate of previous registration for the registration inspection of a used vehicle imported from abroad that has not been registered in Finland. This certificate can be:

  • a foreign registration certificate, or
  • a certificate issued by a foreign vehicle registration authority, or
  • information on the vehicle’s previous registration from a system maintained by a competent authority.

If you are unable to obtain the required certificate from a previous vehicle registration authority, Traficom can also accept other reliable information as proof of your right to register the vehicle.

Importing a vehicle to Finland

If the vehicle has previously been registered in Finland but you do not have the required documents for the inspection and registration procedure, you can find more detailed instructions on the Registration inspection page. You must also follow these instructions if the vehicle has been commissioned but not registered in Finland.

Obtain the necessary attachments and fill in the Owner’s report form

You will need to attach documentation on the vehicle’s previous registration, use, or first date of commissioning to your form. Such information may include, for example, motor vehicle liability insurance details, transfer permits, or vehicle history information from the manufacturer.

Submit the form and attachments by email to Traficom’s registry at kirjaamo(at)traficom.fi.

We will contact you if we require further information. 

The decision is subject to a fee (EUR 80).

Conduct a registration inspection and register the vehicle

If Traficom approves your request, you can subject the vehicle to a registration inspection. After the registration inspection has been approved, you can register the vehicle at an inspection station that offers registration services.

If you need to pay car tax on a vehicle, report the vehicle to the Finnish Tax Administration for taxation and pay the car tax before registration.
