Private radio networks subject to a licence are used in business and professional communications, for example, in the industry, in connection with public utilities (energy and water supply), transport and traffic control, and by the authorities.

Private radio networks include, for example, networks for the following applications:

  • PMR radiotelephones
  • on-site paging
  • data transmission
  • remote control and telecommand
  • radio control devices.

Customer-specific frequencies

Radio licences are granted to private radio networks on the basis of case-by-case frequency planning. The licence and frequencies are granted for a specific geographical area, such as a municipality, based on the customer's needs. When granting licences, Traficom takes into account the sufficient availability and efficient use of frequencies.

Common channels allocated to trade and industry

A licence for a private radio network may also be granted for common channels that cover all of Finland. The common channels are only intended for trade, business and professional communications. The right to use the channels applies to all of Finland and the channels are in common use.

Frequency planning in radio modem networks

Licences for fixed radio networks that use radio modems are granted on the basis of case-by-case frequency planning. These networks include radio networks that are used in control, alarm, telemetry, telecommand and data transmission applications and consist exclusively of fixed radio modems or similar radio equipment.

Special conditions on ground and wall probing radars

Ground probing radars (GPR) and wall probing radars (WPR) are used for examining soil composition or the internal structure of various materials. The radars operate in the frequency range 30 MHz–12.4 GHz. The same frequencies are also used for many other radiocommunication services. Ground- and wall-probing radars have been exempted from licensing with Traficom regulation 15. Regulation 15 contains conditions on the use of equipment.
