In acting on somebody else’s behalf, user identification must be based on comparisons between user accounts. The comparisons can only be carried out if there is comparable data in the user accounts administered by the party acting on somebody else’s behalf and the party opening the interface.

On 12 November 2019, Traficom sent operators an information request to find out what information on passengers is collected to different user accounts. The agency received 38 responses to the information request and using them as a basis, it has produced the following summary of the data contained in the user accounts.

 

Summary of the data contained in the user accounts:

  • There is a great deal of variation in the identification data and in its volume on the user accounts.
    • The following are most popular categories of identification data:
      • Telephone number
      • Email address
      • First and last name
      • Date of birth
      • Street address
    • More than 50 different categories of identification data were in use.
    • The number of identification data categories on individual user accounts varied between 1 and 40.
  • Most of the identification data was provided by user account holders.
    • On some of the user accounts, the data is verified with the help of
      • SMS verification code,
      • Suomi.fi e-Identification,
      • Population Information System, or
      • a confirmation email.
