Educational institutions
Only a recognized educational institution may provide training for a licence and supplementary certificate or an extension of a certificate. In Finland, the educational institutions, which provide driver training, are approved by the Finnish Transport and Communication Agency Traficom.
To obtain the approval institution must submit a written application to the Finnish Transport and Communications Agency Traficom’s registry. The application may use form RU5607 (only in Finnish).
In order to be approved by Traficom, an educational institution must meet the requirements of the Regulation “Approval requirements for educational institutions and competence demonstration examiners and the organization of competence demonstrations in rail transport (External link)”(Only in Finnish)
Traficom approves on application the educational institutions that provide driver training for a period not exceeding five years. If the scope of the training is substantially changed after the approval has been granted, the institution must apply for a new approval.

Rolling stock competence demonstration examiners
Competence demonstrations for seeking or extending a licence and supplementary certificate may only be received by an approved competence demonstration examiner. In Finland, the driver competence demonstration examiners are approved by the Finnish Transport and Communications Agency Traficom.
To obtain approval, the competence demonstration examiner must submit a written application to Traficom’s registry. The application may use form RU5611 (External link)(only in Finnish).
In order to be approved by the Finnish Transport and Communications Agency, the competence demonstration examiner must meet the requirements set out in the Regulation “Approval requirements for educational institutions and competence demonstration examiners and the organization of competence demonstrations in rail transport (External link)” (Only in Finnish)
