Due to changes to the Vehicles Act, a used EU/EC type-approved end-of-series vehicle imported from another country in the EEA does not necessarily require an exemption issued by the Finnish Transport and Communications Agency Traficom.
Previously, the exemption was required in Finland in order to pass the registration inspection, if the vehicle did not meet the requirements valid at the time of first-time registration. These cases involved the expiry of the validity of the vehicle’s EU/EC type approval before commissioning, but first-time registration abroad was possible based on the special procedure applied to end-of-series vehicles.
“Exemptions for end-of-series vehicles are still required in Finland, if the used vehicle imported to Finland does not have an EU/EC type approval, i.e. it has been individually approved in another country in the EEA, for example. Often, this applies to heavy vehicles,” says Traficom Inspector Mikko Nurmi.
The new Vehicles Act will take effect on 1 March 2021.
When a used vehicle, which has been approved in compliance with the procedure concerning end-of-series vehicles in the previous registration country, is imported to Finland from abroad, the approval of the vehicle during the registration inspection requires an exemption granted by Traficom. The need for this end-of-series exemption is usually discovered during the registration inspection.
