This work produced information on the needs of users and society for interactive intelligent transport services (C-ITS) in road transport and identified services that should be implemented in Finland as a first step. The needs of society and users were identified through the current state of the transport system, literature and interviews with different user groups. All C-ITS services defined by the European road operators in the C-Roads Platform and complementary services defined by the EU C-ITS Platform were selected. According to the results, the implementation of C-ITS services in Finland should prioritise three different types of services: hazard warnings, road warnings and traffic sign information.
