Crew member certificates are issued to the flight and cabin crew of airlines in order to facilitate their movements at ICAO Member State airports and eliminate the need for travel documents or visas. The certificate is not mandatory. The crew member certificate is bound to a specific airline, and the crew members of an aircraft must leave the country on their next scheduled flight.

How to obtain a crew member certificate

Prerequisites

To meet the prerequisites for obtaining a crew member certificate, the applicant must:

1) work as an aircraft crew member for a party that has been issued an operating licence by the Finnish Transport and Communications Agency;

2) meet the requirements for receiving access to the airside areas of an airport, as specified in section 102 of the Aviation Act (864/2014) (background check).

The crew member certificate is valid for 5 years and subject to the fee specified in the decree on fees. The holder of the operating licence must notify the Finnish Transport and Communications Agency in the event that the employment of a holder of a crew member certificate is terminated.

Applying for a certificate

The employer (i.e., the holder of an operating licence issued by the Finnish Transport and Communications Agency) must apply for the crew member certificate on the crew member’s behalf. The application must include the crew member’s background check, a copy of their passport, a photograph of their face, and a sample signature.

Delivery of the certificate

Traficom will order the crew member certificate from its certificate card supplier and deliver the certificate directly to the address specified by the employer.

The issuance or non-issuance of a crew member certificate is an official decision that can be appealed in accordance with the relevant instructions (External link).
