The ReFuelEU Aviation Regulation entered into force on 1 January 2024. Traficom is responsible for enforcement and the imposition of possible penalty fees in matters related to aircraft operators and Union airport managing bodies.

An aircraft operator

An aircraft operator An aircraft operator falls within the scope of the Regulation if it operates at least 500 commercial flights departing from Union airports carrying passengers, or 52 commercial flights departing from Union airports carrying only cargo in the previous reporting period. If the entity operating the aircraft cannot otherwise be identified, it is the owner of the aircraft.

Union airport

According to the Regulation, a Union airport is an airport with more than 800 000 passengers or more than 100 000 tons of cargo traffic in the previous reporting period and which is not located in one of the outermost regions of the Union (Article 349 TFEU). The Union airport managing body is the operator of the airport described above.

Not covered by the Regulation

The managing body of an airport or an aircraft operator not initially covered by the ReFuelEU Aviation regulation can request to be included under its scope by notifying the Finnish Transport and Communications Agency Traficom, and confirming compliance with the regulation's requirements.

List of aircraft operators and Union airports concerned

The European Commission provides an updated and consolidated list of aircraft operators and Union airports concerned, based on data from Eurocontrol and other information made available to the Commission.

These lists are published for information purposes and can be found here (External link). It is to be noted, that aircraft operators and Union airports not listed are not necessarily exempt from their obligations under the ReFuelEU Aviation Regulation. It is the responsibility of each aircraft operator and airport managing body to independently assess whether it falls within the scope of the Regulation
