Scheduled air services between Finland and a third country
Requirements for operating scheduled air services between Finland and a third country as referred in the Air Services Regulation are as follows:
- The air carrier must hold an operating licence and be established in Finland;
- The air carrier must be an airline designated by a third country and meet the requirements for conducting such air services as specified in the air services agreement between Finland and the said third country; or
- The air carrier must be an airline designated by a third country and hold a TCO -approval issued by EASA.
Scheduled air services can be performed between Finland and a third country without prior approval from the Finnish Transport and Communications Agency Traficom. However, the Traficom may, on request, issue a separate confirmation of operating rights to an air carrier.
Non-scheduled air services between Finland and a third country
An air carrier holding an operating licence issued in an EEA member state is allowed to operate non-scheduled air services between Finland and a third country without a specific permit.
Third country air carriers need always an operating permit for non-scheduled air services between Finland and a third country.
Application procedure

Our office hours are from 8:00-16:15 local time (5:00-13:15 UTC summer, 06:00-14:15 UTC winter) from Monday to Friday excluding national holidays. Applications are not dealt with outside office hours.
In unexpected urgent situations, such as ambulance flights or flights for humanitarian missions, the air carrier may, outside office hours, contact our OPS duty officer by e-mail: ops-paivystys (at) traficom.fi
In such cases the air carrier shall send a copy of TCO -authorisation and insurance certificate attached to the application.

Overflights
Operators of the States parties to the International Air Services Transit Agreement (Chicago 1944) shall have the right to overfly Finnish territory without prior permission when operating international scheduled operations. In other cases the Finnish Transport and Communications Agency issues a permit to operate air services over the territory of Finland.
International non-scheduled operations over the territory of Finland do not need any prior permission based on Chicago Convention´s (1944) Article 5.
