Traficom grants vehicle identification numbers for individually manufactured motorcycles, motorcycles with a sidecar and tricycles (L3e, L4e or L5e vehicles) upon application.

In individually manufactured vehicles, some of the parts are individually manufactured or significantly altered parts produced in series, and no more than 50 per cent of the parts are from the same serial production vehicle model.

Up to 150 vehicle identification numbers may be granted during a calendar year. A vehicle identification number may be used for five years after it was granted. During the five years, the vehicle must be registered in Finland. If the vehicle is not registered during the five-year period, a new vehicle identification number must be applied for the vehicle from Traficom to register the vehicle in Finland as an individually manufactured vehicle.

How to apply for a vehicle identification number

Log in to Traficom’s My e-Services and complete the electronic application

  • The application can be found in the service under “Vehicles and taxation”, “Vehicles”, and “Apply for a vehicle identification number for an individually manufactured motorcycle or tricycle”. 
  • In the application, provide the technical details of the vehicle and the origin of its various components. You may attach supporting documents to the application (for example, photographs of the vehicle).

Pay the application fee

  • Pay the application fee in the service. The fee is EUR 250. After payment, the application is ready to be submitted. 
    • The application fee is non-refundable, even if the application is rejected or you cancel it.

Receive the decision via the Suomi.fi service or by post

  • You will receive the decision via the Suomi.fi Messages service. If you do not use the service, the decision will be sent to you by post. 
    • Before a decision is made, we will contact you during the processing of the application if additional information is required.

Take the vehicle to registration inspection

  • Present the decision and the vehicle identification number issued in it at the vehicle’s registration inspection. 
    • The first registration of an individually manufactured vehicle must be completed within five years of the issuance of the vehicle identification number. Otherwise, a new vehicle identification number must be applied for.
  • The inspection station will verify the vehicle identification number by stamping it on both sides of the vehicle with a stamp identifying the inspection station.
