If you intend to move a vehicle from Finland to abroad, you can apply for export registration for the duration of the transfer.

You can apply for the export registration of a vehicle that you own if

  • you intend to drive abroad with a vehicle that has not been registered in Finland, or 
  • you intend to race abroad in an unregistered or decommissioned passenger car or motorcycle. 

Do the following

Get motor vehicle liability insurance that is valid in Finland for your vehicle

Have a registration inspection done if your vehicle has not been registered in Finland

If you have submitted advance notification concerning the vehicle or if it is registered in Finland, no registration inspection is necessary.

Use the application form to apply for export registration at Traficom

There are separate applications for unregistered vehicles, passenger cars that will be raced abroad and motorcycles that will be raced abroad.

Fill in, print and sign the application. Send it by mail to Traficom’s Registry, addressed at Finnish Transport and Communications Agency Traficom, P.O. Box 320, 00059 TRAFICOM.

The export registration plates will be delivered by mail to the Finnish address specified in the application

The invoice for the export plates will be sent separately to the invoicing address you indicated in the application.

You are not required to notify Traficom that the vehicle has been registered abroad or return your export registration plates unless otherwise stated in the export registration certificate. If you wish, you may submit a copy of the foreign registration certificate to Traficom, in which case the vehicle will be deregistered from the export register. Remember to notify your insurance company after your export-registered vehicle has been registered abroad so that they can stop your insurance.   

The validity of the export registration

The export registration is valid: 

  • For 12 months for new unregistered vehicles (starting at the end of the month that the vehicle was registered). 
  • For the duration of the transfer from Finland to the country of destination for decommissioned or used unregistered vehicles (1−30 days, depending on the destination country).

Please note that the legislation of the country of destination may limit the maximum operating period of your export-registered vehicle, and in some cases this period may be shorter than the validity of the export registration. Remember to check with a public authority of the destination country (e.g. an embassy or customs representative) how long you will be allowed to operate your export-registered vehicle in your country of destination.

Temporarily using an export-registered vehicle in Finland

You can use an export-registered vehicle in Finland before you export it

  • to transfer the vehicle from the delivery point to the place of export
  • when the vehicle’s owner intends to move abroad and needs to travel to their domicile and then to the place of export.

You can temporarily use your export-registered vehicle in Finland for a compelling reason, a customary holiday trip or other comparable short stay.

  • However, you may not use the vehicle in Finland during the month before or after the month when you intend to move out of the country. 
  • If you acquired the vehicle that is to be registered for export during a holiday trip in Finland, you must be able to demonstrate to traffic police officers that you live abroad.
  • It is the responsibility of the owner or holder to acquire the necessary entry and exit stamps on the back of their export registration certificate from customs officials.
