A company can apply for a test plate certificate for the temporary transfer or use of a car, motorcycle, moped or another vehicle. The test plates are included in the test plate certificate.
Test plates may only be used by the holder of the test plate certificate or the holder’s representative (based on an employment relationship or assignment). Test plates may only be used by the holder of the certificate for business-related purposes in the following situations:
test for the examination or product development of the vehicle or its devices
brief test drive or demonstration of the vehicle for sales purposes
other transfers that are directly related to the manufacturing, sale, equipping, repair or inspection of the vehicle.
The following may be transported with test plates:
unregistered, decommissioned vehicles
vehicles subject to a driving ban because they have not been inspected or are out of order, in case of transfers for repairs or inspection.

Take out test plate insurance before submitting your test plate certificate application
The test plate insurance has to be valid so that the application can be processed at Traficom. Contact your insurance company for additional information on test plate insurance policies.

After identification, select your service role: personal services, acting on behalf of another person or acting on behalf of a company/an organisation.

Apply for a test plate certificate in the Vehicles and taxation section
On the right side of the Vehicles page, click the Apply for a test plate certificate button.

Fill in and submit the electronic application
In the application, include a report on the branch of activity of the company and the intended purpose of the test plate certificate if the company’s Finnish Trade Register data does not indicate that the company’s business activities are related to motor vehicles.

You will receive the test plate certificate, test plates, instructions and invoice by post once Traficom has issued the test plate certificate
Post the application and its attachments to Traficom’s Registry, addressed at Finnish Transport and Communications Agency Traficom, P.O. Box 320, 00059 TRAFICOM, or by email to kirjaamo@traficom.fi .
If you send your application by email, we recommend using a secure encrypted connection to ensure that third parties cannot access your information.
Attach the test plates in the place intended for registration plates. Remove or cover any vehicle-specific registration plates before using the test plates.
Lost or stolen test plates
If both test plates are missing or stolen:
Report the offence to the police.
Go to an inspection station that offers registration services with a copy of your report and a valid test plate certificate. The inspection station will issue you a new set of test plates with a new registration number.
If only one test plate is missing, you can order a new test plate at an inspection station that offers registration services.
Cancelling a test plate certificate
If you no longer intend to use your test plates, submit a cancellation notification at an inspection station.
The cancellation notification is made with a valid test plate certificate, and you have to return the test plates when submitting the notification.
If you cancel the test plate certificate during the validity period, the fee will not be refunded.
