According to the Finnish Emissions Trading Act 1270/2023, shipping MRV verifiers must apply for approval from the Finnish Transport and Communications Agency Traficom. Apply for the approval with Traficom’s application form.
The requirements for the verifier are listed in Section 79 of the Emissions Trading Act 1270/2023. The requirements concerning the verifier of maritime transport emissions trading are also laid down in Regulation (EU) 2023/957 of the European Parliament and of the Council and the MRV Regulation.
Attach accreditation decision or certification to the application
The application must be accompanied by the accreditation decision of the Finnish Safety and Chemicals Agency’s accreditation unit with attachments, or, if it is a verifier accredited or certified in another country belonging to the European Economic Area, the accreditation decision or certification issued by the accreditation unit of this country. The accreditation decision or certification must state that the applicant meets the requirements for maritime transport verifiers, which are listed in Section 79 of the Emissions Trading Act 1270/2023.
On determining the competence of the decision
Traficom accepts a shipping MRV verifier by application, if the fulfilment of the conditions laid down in Section 79 of the Emissions Trading Act 1270/2023 has been demonstrated in accordance with the Act on Verifying the Competence of Conformity Assessment Services (920/2005).
Traficom sends the decision on the verifier’s approval to the email address of the contact person indicated in the applicant’s application. The contact information of the approved verifier is published for use by shipping companies on Traficom's website.

In accordance with the Act on Criteria for Charges Payable to the State (150/1992) and the Decree of the Ministry of Transport and Communications on chargeable transport services of the Finnish Transport and Communications Agency (1168/2023), an annual fee (EUR 330) is charged for the approval of a verifier.
