On 25 June 2024, there have been changes in the legislation regarding the operation of goods transport.

The European Union’s sanctions package against Russia and Belarus prohibits companies established in the EU that are 25% or more under Russian or Belarus ownership from becoming road transport companies. This means that Traficom will not grant a goods transport licence to an operator whose share of Russian or Belarus owners exceeds the threshold set in the sanctions regulation.

From 26 July 2024, the ban will also apply to all transport companies with the said (Russian) ownership structure and from 2 August 2024 to all transport companies with the said (Belarus) ownership structure that were established in the EU after 8 April 2022. These companies will no longer be allowed to transport goods within the EU or in transit through EU countries. 

The ban does not apply to road transport companies established in the EU at least 25% owned by Russian or Belarus nationals who are also nationals of a Member State or hold a temporary or permanent residence permit in a Member State.

On request, the transport company must provide proof of its ownership structure.

The amendment of the sanctions regulation (EU) N:o 833/2014 was published in the Official Journal of the EU on 24 June 2024 and it has entered into force on 25 June 2024. The amendment of the sanctions regulation (EG) N:o 765/2006 was published in the Official Journal of the EU and it has entered into force on 30 June 2024.

Changes have been made to the legislation governing the submitting of notifications regarding the transport of goods. As of 1 December 2022, the prerequisite for a registration entry concerning the notification is that the service provider must either be a natural person with a business ID or a legal person. In addition to this, the minimum total mass of the vehicle or vehicle combination used for goods transport subject to the notification procedure has been increased from 2 tonnes to 2.5 tonnes.

Check whether you need to submit a notification

The professional transport of goods in continental Finland using vehicles or vehicle combinations with a total mass exceeding 2.5 tonnes but below 3.5 tonnes requires a notification to be submitted to Traficom.

The holder of a valid transport licence must also submit a notification if they carry out professional goods transport operations in continental Finland using vehicles or vehicle combinations with a total mass exceeding 2.5 tonnes but below 3.5 tonnes.

The notification is company-specific, not vehicle-specific.

Vehicles used for the transport of goods must be entered in the register for operation subject to licence.

You can update your telephone number and email address via My e-Services (My e-Services/Front page/My details). You can log in with your online banking credentials, mobile certificate or certificate card.  

The service provider may also report the termination of their operations and ask to have the register entry concerning the transport of goods to be removed. The request may be submitted on the electronic notification form.
