Learn about the conditions for submitting notifications of leased vehicles
A goods transport licence holder is allowed to use a motor vehicle registered in another EU Member State for goods transport on the basis of a lease. The duration of the vehicle’s lease (the time between the start and end date of the lease) cannot be longer than 30 consecutive days. Once the lease ends, the vehicle must be either registered in Finland or removed from the country.
Vehicles leased from another EU Member State can account for up to 25% of the goods transport licence holder’s motor vehicle fleet registered for goods transport subject to a licence. If the motor vehicle fleet consists of only two or three vehicles, the goods transport licence holder is allowed to use one vehicle leased from another EU Member State.
Before using a vehicle leased from another EU Member State, the goods transport licence holder must submit to the Finnish Transport and Communications Agency a notification that includes the vehicle’s registration number and the duration of its lease, which are subsequently recorded in the Transport Register.
The following documents must be kept in a vehicle leased from another EU Member State at all times in either digital or paper format
- the vehicle’s registration certificate
- the vehicle’s lease or a certified copy thereof
- the driver’s employment contract, if the driver of the vehicle is someone other than the actual lessee of the vehicle.
