The internal emergency plan of a temporary storage location must be drawn up and an application for its approval must be submitted to the Finnish Transport and Communications Agency Traficom, if dangerous goods are stored temporarily in the railway network, a port area or other terminal or other similar location. In these locations, dangerous goods may only be stored due to a change in the mode or means of transport or when the transport otherwise necessarily requires it. The internal emergency plan must be drawn up before starting the operations and it must be updated in connection with significant changes; however, the minimum update interval is five years.

Is there an existing internal emergency plan at the temporary storage location?

In case there is an existing internal emergency plan which have drawn up according the Act on Chemical Safety (390/2005), the requirements for the internal emergency plan from transport of dangerous goods legislation can be added to the existing internal emergency plan.

Please let us know in the application form, if activities regulated by the act on chemical safety's (390/2005) 23 § or 24 § are happening also in the temporary storage location.

Draw up an internal emergency plan

When drawing up an internal emergency plan for the temporary storage location, the aim is to take account of the nature and scope of the operations and the amount and type of substances transported. 

Among other things, the following must be included in the internal emergency plan:

  • report of the substances to be stored and their hazardous properties
  • report of the accident scenarios identified and their estimated impact
  • plan for the measures to be implemented in case of an accident
  • description of the measures taken to prevent the impact of potential accidents and minimise the consequences
  • plan for training the personnel and organising disaster drills; they must be arranged regularly in order to ensure the functionality of the internal emergency plan

Person responsible for the temporary storage location

The party drawing up the internal emergency plan must appoint a person responsible for the temporary storage location. The responsible person must know how to act during temporary storage, the related requirements and the preconditions for safe operation.

  • There isn't any professional requirements for the responsible person

Grant or request mandates

For submitting an internal emergency plan approval application, you need electronic mandate: you can grant a mandate to another person to act on your behalf or request a mandate to act on behalf of another person.

The application is made through electronic My e-Service and login is done using suomi.fi authentication.

  • An application on behalf of an organisation can be made without separate mandate by a person who has been granted organisational representation rights in the Trade Register, Business Information System (YTJ), or Association Register. If you are a person with representation rights, proceed to section 6.
  • If you do not have organisational representation rights, request a mandate.

Fill out the application electronically

Apply for internal emergency plan approval in Traficom's My e-Service portal. The application is located under Other Services in the portal.

Attach the internal emergency plan, or other safety plan, and any possible appendices to the application.

Traficom will invoice for application processing and decision-making in accordance with the fee regulation (1168/2023) at 380 euros per working hour.

Traficom receives application

  • Approval of the internal emergency plan requires requires an opinion round with stakeholders and checking the requirements.
  • Request for an opinion with stakeholders lasts at least four weeks.
