The necessary care and precaution shall be taken in the transport of dangerous goods (TDG) and related other activity by taking into consideration the goods transported as well as its quantity and dangerousness and the mode of transport.
A packer, consignor, shipper, loader, carrier, driver and consignee of dangerous goods as well as anyone else affecting the safety and security of the transport shall for their part ensure the taking of measures necessary to prevent accidents and their harmful consequences to persons, the environment and property.
The Act and Decree on all modes of transport apply to the transport of dangerous goods. The Act does not apply to the transport of dangerous goods in bulk by a bulk carrier ship or transport by a liquid or gas tanker ship, or the storage, movement or other handling of dangerous goods taking place on factory or warehouse premises provided that the measure is not integral to transport by road, rail, ship or air.
The annexes to Traficom's regulations contain detailed provisions on, for example, the classification of dangerous goods, packaging, tanks, necessary documentation, vehicle approval and equipment, safety training, driver training, transport information, marking of packaging, tanks, vehicles and wagons.
The purpose of the regulations is to prevent and avert any damage or hazard which the transport of dangerous goods may cause to people, the environment or property.
