A type-certified aircraft or a part of it must have been manufactured by a production organisation approved for it (POA). The production organisation must comply with the approved production instructions in the manufacturing. Traficom issues the approvals of Finnish production organisations and oversees their operation.
The organisation responsible for the manufacture of the products, parts and appliances must prove its competence in accordance with the provisions in Part 21. The Production Organisation Approval gives the right to manufacture products (aeroplanes, engines and propellers) as well as parts and appliances for aviation equipment. A precondition for manufacturing is that the holder of the POA has an agreement with the holder of the design data about receiving the manufacturing instructions and reporting to the designer any problems detected in manufacturing if the holder of the POA itself is not the approved design organisation.
The POA permit covers, for example, STC-compliant parts, parts compliant with ETSO approval and aircraft compliant with type certification. In addition to these, the holder of the POA is entitled to issue a Form 1 or Form 52 for the products related to its production licence.
Applying for the approval
The organisation must nominate an accountable manager and a quality manager and present a person or a group of persons nominated with the responsibility of ensuring compliance with the tasks required in regulations. The tasks of the parties are different and have been specified in detail, but complement each other. The organisation must also have appropriate equipment with regard to the scope of its intended activities. The organisation meets the set requirements above all by creating an effective administration and by using qualified personnel. The authority, on the other hand, determines the level of the requirements set for the organisation and conducts regular audits to oversee that it is achieved.
Applying for approval is a close cooperation process between the organisation applying for the approval and Traficom. An inspection and audit process takes place before the issuance of the approval. In the process, the authority verifies that the organisation applying for the approval complies with the requirements by checking that
- the organisation has at its disposal all the equipment required for the scope of its activities, such as the facilities, personnel, equipment, tools and material, and the documents concerning the tasks, areas of responsibility and procedures
- the organisation has access to all information necessary for its operation
- the organisation has created an administrative system and procedures for keeping and improving it (POE)
- the organisation has carried out the necessary arrangements with other organisations (contracts)
- the organisation has a communication and/or processing system for deviations.
