The operation of airworthiness organisations is subject to an approval. The competent authority ensures that the requirements for the operation are met, after which the organisation can exercise the activities in accordance with the approval.

Airworthiness organisations include:

  • Continuing airworthiness management organisations (Part-CAMO)
  • Maintenance organisations (Part-145)
  • Combined airworthiness organisations (Part-CAO)
  • Design organisations (DOA)
  • Production organisations (POA)
  • Maintenance training organisations (Part-147)

An approved organisation must have the nominated post holders, manuals and methods, personnel, facilities, tools and other resources suitable for its activities.

Statutory basis

The requirements for continuing airworthiness management and maintenance practices are defined in Commission Regulation No 1321/2014 and its Annexes I (Part M), II (Part 145), IV (Part 147), Vb (Part-ML), Vc (Part-CAMO) and Vd (Part-CAO).
The requirements for the design and production of aircraft are defined in Commission Regulation No 748/2012 and its Annex I (Part 21).

Thanks to common European regulations, the approvals issued by any member state are recognised as such in the other member states, enabling free movement of goods and services within the Union. In practice, this means that aircraft subject to EU regulations, their parts and services related to airworthiness can be used freely within the Union without separate national validation.
