Traficom discloses information from the Transport Register to organisations by means of data extraction for the purpose of, for example, the production of statistical and market information services and spare part sales services. The information is disclosed on the basis of an agreement or a data permit in accordance with the Act on Transport Services. This page provides information on how organisations can utilise data extraction in the services they produce.
Data extraction
Extracted data is delivered to the brokering service in a certain cycle, depending on the data. The service provider retrieves the data from the brokering service. The more detailed purposes of use and delivery cycles of the data are described on dataset-specific product cards.
If the service can be implemented through queries made via the application-to-application interface, it is the preferred option. Disclosure of data based on data extraction is only intended for cases where the provision of the service requires data-based disclosure of information, and it would not be technically possible to implement it via the application-to-application interface. The number of queries, the pricing or the costs of the queries are not grounds for the disclosure of data.
Statistical and market information services
A market information product refers to data based on information from the Transport Register that does not contain personal information related to vehicles or information that identifies vehicles. A market information product can be formed via a user interface (market information service) or it can be handed over to the customer as a finished product. The market information service produces transport-related information on the market for different business needs.
Statistics are processed numerical data that can be presented either graphically or in tables. In principle, statistical data is public data, and it can never contain data that identifies individual statistical units (e.g., means of transport or owner/holder). Statistics may only contain result sets which contain at least five observations, and it must never be possible to identify the owners or holders of vehicles based on the statistics.
On the basis of an agreement or a data permit, the following data can be extracted from the Transport Register for the purpose of producing market information products and statistics: first registration extracts, vehicle and corporate customer extracts, technical vehicle data extracts and/or statistical stock extracts.
The production of market information products and individual statistics is based on an agreement or data permit between the service provider and the Finnish Transport and Communications Agency Traficom on statistical and market information services.
Service based on data extraction (spare part sales service)
If it is not possible to implement the service via queries to the application-to-application interface, query services for consumers or companies may be provided based on the technical vehicle data material. The data can, for example, be used to create services for spare parts sales. The Act on Transport Services limits the disclosure of information for only specific purposes.
The technical vehicle data material is updated four times a year and includes all cars registered in Finland. Due to the update cycle, the material does not contain real-time information on vehicles. Traficom charges a start-up fee of EUR 5,000 for the use of batch data + EUR 100/data update (4 times/year).
Debt collection companies
In accordance with section 230 of the Act on Transport Services (320/2017), the Finnish Transport and Communications Agency discloses information to companies engaged in recovery activities subject to a licence for the purpose of performing statutory duties. Disclosure of information to perform a statutory duty may not be restricted under section 231 of the Act on Transport Services.
