Once the vehicle sale has been confirmed, the seller should submit a notification of transfer for the vehicle. For this purpose, the seller needs your personal identity code or your company’s business ID. Once the seller has submitted a notification of transfer, you can register a change of vehicle ownership in My e-Services. In this case, you will not need a digital certificate.

Before you submit a notification of a change of ownership, remember to obtain motor vehicle liability insurance for a vehicle in traffic use. Notify the change of vehicle ownership within 7 days of the date of vehicle purchase. 

When can you make a change of ownership electronically based on the notification of transfer?

  • You are the new owner or holder of the vehicle, and the previous owner of the vehicle has submitted a notification of transfer for you.
  • You are at least 15 years old.
  • The new owner or holder of the vehicle has a Finnish personal identity code or a valid business ID.

Log in to My e-Services

After identification, select your service role: personal services, acting on behalf of another person or acting on behalf of a company/an organisation.

Perform the change of vehicle ownership based on the notification of transfer in the Vehicles and taxation section

In the list, select the vehicle for which you want to perform the change of vehicle ownership. Then select Buyer: Change vehicle ownership based on a notification of transfer.

Pay for the change of vehicle ownership based on the notification of transfer

You can save the receipt if you want. You can also later check that the change of vehicle ownership succeeded on the My Activities page.

 

The service uses an automated decision-making procedure. 

Automated decisions at Traficom (External link)

If you cannot use the e-services, you can also register a change of vehicle ownership at an inspection site providing vehicle registration services or at your own insurance company when the seller has submitted a notification of transfer using a personal identity code or business ID. In this case, you do not need the digital certificate or the notification part of the registration certificate (Part II).
