Once the seller has given you a digital certificate, you can register a change of vehicle ownership in My e-Services. A digital certificate is a six-character code which gives you the right to make changes to the ownership or holder information of a vehicle.

Before you submit a notification of a change of ownership, remember to obtain motor vehicle liability insurance for a vehicle in traffic use. Notify the change of vehicle ownership within 7 days of the date of vehicle purchase. 

When can you make a change of ownership using a digital certificate?

You are the new owner or holder of the vehicle, and you are at least 15 years old.

The new owner or holder of the vehicle has a Finnish personal identity code or a valid business ID.

After identification, select your service role: personal services, acting on behalf of another person or acting on behalf of a company/an organisation.

Select Buyer: Change vehicle ownership using a digital certificate.

The service uses an automated decision-making procedure.

If you cannot use the e-services, you can make a change of vehicle ownership at an inspection station that offers registration services or at your insurance company.

If necessary, you can also use the e-service provided by your own insurance company.

Additional conditions and restrictions on changing ownership using a digital certificate

If the owner is a minor who does not have the right to drive the vehicle in question, the information of the holder who is using the vehicle must be provided. The holder must be of an age that entitles them to drive the vehicle in question.

The registration service cannot be used in the following situations:

  • Registration number missing: The vehicle does not have a valid registration number.
  • The right to change registration details has been restricted: The vehicle is subject to a registration alteration prohibition issued by an authority, or it contains registration pendency data.
  • The vehicle has been issued with a transfer restriction. The transfer restriction is marked for a vehicle that has been imported as removal goods and has been granted a car tax reduction.
  • The vehicle is in special use, i.e. a rescue vehicle, a hearse or a veterinary vehicle.
  • The vehicle has been deregistered or finally deregistered, decommissioned for registration in the military vehicle register or decommissioned for registration abroad or on the Åland Islands.
  • The vehicle has been stolen: The police have marked the vehicle as stolen.
  • The vehicle is registered for diplomatic use.
