The Port Services Regulation has been applied since 24 March 2019. The Regulation is primarily applied to all trans-European transport network (TEN-T) seaports.

The aim of the Regulation is to 

  • facilitate operators to offer port services in the ports listed below 
  • increase the transparency of the funding of ports
  • strengthen the common rules regarding port service and port infrastructure charges 
  • improve the quality and efficiency of the services provided to port users
  • ensure the investment ability of ports 

 

Ports to which the Regulation is applied to in Finland (TEN-T ports)

  • Eckerö
  • Port of HaminaKotka 
  • Port of Hanko
  • Port of Helsinki
  • Port of Kaskinen 
  • Port of Kemi 
  • Port of Kilpilahti
  • Port of Kokkola 
  • Port of Mariehamn
  • Port of Oulu
  • Port of Pietarsaari
  • Port of Pori
  • Port of Rauma
  • Port of Raahe
  • Port of Turku
  • Port of Naantali 

 

Port services in accordance with the Regulation 

  • Bunkering
  • Cargo-handling
  • Mooring
  • Passenger services* 
  • Collection of ship-generated waste and cargo residues
  • Pilotage*
  • Towage

 

*Chapter II regarding provision of port services is not applied to these 

 

Handling of disagreements

If you are dissatisfied with the applying of this Regulation, you can refer the disagreement to the Finnish Transport and Communications Agency Traficom. 

You can start the proceedings by sending a reasonable demand for the application of the Port Services Regulation to Traficom’s Registry (kirjaamo@traficom.fi ). Traficom will handle the matter after consulting the Finnish Competition and Consumer Authority. You can apply for a correction regarding Traficom's decision from the agency and then appeal to the Administrative Court.
