The Finnish Transport and Communications Agency Traficom may issue certificates of recognition for those national certificates of competency for deck or engine officers that are issued by EEA states but are not based on the STCW Convention.

A certificate of recognition proves that a national certificate of competency issued in another country corresponds to a certificate of competency issued in Finland (e.g. engine attendant’s certificate or skipper’s certificate for domestic service).

The recognition of a certificate of competency differs from an endorsement, which can only be granted for officers’ certificates of competency issued under the STCW Convention.

Apply for the certificate electronically using My e-Services or with the application form

Applications for recognition of a certificate of competency must be submitted in writing, using the relevant application form or electronically via e-services. Please attach to your application all the documents mentioned in the application form. If necessary, Traficom will contact you to request any additional information it may need to process your application.

Traficom processes your application

After receiving your application, Traficom will compare the certification requirements of the EES state in question (e.g. requirements for training and seagoing service) with the corresponding requirements set for national certificates of competency in Finland. Therefore, it is impossible to give an exact estimate of the processing time.
