Apply for a determination of minimum safe manning level(s) for domestic or international operations. Traficom grants the Minimum Safe Manning Document for confirmed manning levels.
The shipowner must apply for the determination of minimum safe manning level in writing ahead of time. The application to be sent to Traficom must be accompanied by all the information required for the manning to be confirmed, as well as a proposal for the manning of the vessel with justification.
Confirming the vessel's manning is provided for in the Act on Ships’ Crews and the Safety Management of Ships and the Government Decree on the Manning of Ships and Certification of Seafarers. The Decree lays down more detailed provisions on the reports to be attached to the application.
With the exception of tankers, a ship operating in domestic trading areas I and II with a gross tonnage of less than 500 will not have its manning confirmed as provided for in section 6 of the Act on Ships’ Crews and the Safety Management of Ships (1687/2009) and will not be issued with a manning certificate. A vessel of less than 500 gross tonnage operating in domestic trading areas I and II shall be manned in accordance with section 7 of the Government Decree on the Manning of Ships and Certification of Seafarers (508/2018).
