Register of postal operations

Operators carrying out postal operations concerning items of correspondence must submit a notification to Traficom before commencing such operations. It is punishable to carry out postal operations without submitting a related notification to Traficom .

Traficom keeps a register of operators that have submitted a notification on postal operations.

Postal undertakings must notify Traficom in case any information in the notification changes or the operations are discontinued.

The regulation concerns placing of mail boxes so that the placing is as equal and uniform as possible in the whole country. The objective is to prevent disputes that the placement causes.

The provisions of the regulation apply to mail boxes in one-family houses as well as placement of mailboxes in densely populated areas, in sparsely populated areas and in the address locations of several mail recipients. In accordance with the regulation, if aged at least 75, must be taken into account in the delivery of post.

The regulation concerns postal undertakings on which FICORA has imposed an obligation to provide postal services as part of universal services.

A universal service provider must use cost accounting procedures that allow monitoring cost structures of services and allocation of them further to different services.

Universal service products comprise all items of correspondence up to 2 kilos, parcels weighing no more than 10 kilos, incoming mail weighing no more than 20 kilos as well as registered and insured items.
