The Code of Conduct complements the provisions on the trust network of strong electronic identification service providers. By legal nature, the Code is a recommendation issued by The Finnish Transport and Communications Agency Traficom . The purpose of the Code of Conduct is to facilitate the conclusion of contracts within the trust network.
The providers of strong identification services listed in Traficom’s (formerly FICORA’s) register have formed a trust network for electronic identification as from 1 May 2017, as provided by law.
Providers of identification services can act in two different roles within the trust network. An identification service provider can provide electronic identification means for end users (identification means provider) or broker identification events to providers of electronic services (identification broker service).
The aim of the trust network is to allow electronic services to centrally obtain electronic identification from the identification broker service without having to conclude contracts with all identification means providers.
The Recommendation covers various contractual themes and describes related legislation and good practice. The Code of Conduct has been drawn up in collaboration between the authorities and the business sector in the Identification and Trust Services Working Group set up by FICORA.
