Regulation on critical parts of a communications network

The new version of the regulation (TRAFICOM/36420/03.04.05.00/2025) was issued on 19 December 2025.
It will enter into force on 19 December 2026. It repeals the Finnish Transport and Communications Agency regulation on critical parts of communications networks issued on 19 May 2021 (TRAFICOM/161584/03.04.05.00/2020).

This Regulation applies to public telecommunications and to certain networks of operators essential to vital functions of society.

The Regulation covers the following:

• Identification and documentation of the critical parts of a communications network
• Determination of critical parts of a communications network
• Determination of critical parts of a 4G or 5G communications network as well as IP-based mobile telephone services
