Applicant can be the registered owner of an aircraft, future owner or representative of such person.
Application requires;
• With new aircraft; declaration of conformity, where the modification status is stated
• With used aircraft: history, which includes manufacturing, modifications and maintenance records
Domestic change of ownership does not require new noice certificate if the certificate is included. With new aircraft it is recommended to apply for the noice certificate along with certificate of airworthiness (LU3530).
The International Civil Aviation Organisation (ICAO) has set the upper limits of aircraft noise in Annex 16 to the Convention on International Civil Aviation (also known as the Chicago Convention). Finland ratified these ICAO recommendations shortly after promulgation and is also bound by the Convention as a member of the European Union. The ICAO aircraft noise standards are part of the aircraft type certification requirements laid down by the European Aviation Safety Agency, EASA.
Whenever an aircraft is imported to Finland, the Finnish Transport and Communications Agency inspects its airworthiness as well as compliance with the ICAO aircraft noise standards. On request, the Agency issues a noise certificate for an aircraft meeting the noise standards.
Operating under ICAO, the European Civil Aviation Conference (ECAC) takes an active part in the abatement of aircraft noise. In the 1990s, ECAC reached an agreement to prohibit the operation of civil subsonic jet aeroplanes which are not noise-certificated in European airports. The prohibition came into effect of 1 April 2002 and applies to civil subsonic jet aeroplanes which are not in compliance with the noise standards laid down in Chapter 3 of Annex 16. On request, the aircraft crew must present a noise certificate which indicates that the aircraft complies at least with the provisions of Chapter 3.
If the type certificate is issued by EASA, the noice certificate can only be issued when the aircraft with its modifications is included in EASA database (External link) for noice levels.
