Diplomatic vehicle registration can be granted for a previously unregistered or used vehicle on the basis of a licence plate recommendation from the Ministry for Foreign Affairs.
You can apply to Traficom for diplomatic vehicle registration for a vehicle you own if the Ministry for Foreign Affairs has made a licence plate recommendation for the vehicle.
There are different application instructions for unregistered vehicles and registered vehicles.
How to apply for diplomatic vehicle registration for an unregistered vehicle
- Submit a car tax return for a new vehicle to the Finnish Tax Administration.
If you have submitted advance notification concerning the vehicle, no car tax declaration is necessary.

- Get motor vehicle liability insurance that is valid in Finland for your vehicle.
- Have a registration inspection done if your vehicle has not been registered in Finland.

Send the application form and its attachments to Traficom’s Registry, addressed at the Finnish Transport and Communications Agency, Diplomatic vehicle registration, P.O. Box 320, 00059 TRAFICOM.
- The diplomatic licence plates will be mailed to the Finnish address you indicated in the application.
The invoice for the diplomatic plates will be sent separately to the invoicing address you indicated in the application.

If the registration number cited in the application is already in use in another vehicle or if the vehicle already has registration plates, the diplomatic licence plates should be collected from the Traficom Helsinki office (Opastinsilta 12 A, 00520 Helsinki). The old registration plates of the vehicle must be returned when the new diplomatic licence plates are collected.
