Apply for permission for aviation in a prohibited area

All aviation activities are forbidden in prohibited areas. Besides conventional flight operations, aviation also includes flying remotely piloted aircraft and model aircraft, for example. For special reasons, Traficom may grant permission for flying in a prohibited area. Permissions are always granted on a case-by-case basis and for one area at a time.

EFP35 Meilahti, EFP40 Munkkiniemi, EFP45 Luonnonmaa and EFP50 Kruununhaka

Traficom may, for special reasons, grant permission for flying in the prohibited areas EFP35 Meilahti, EFP40 Munkkiniemi, EFP45 Luonnonmaa and EFP50 Kruununhaka after having heard the Prime Minister’s Office or the Office of the President of the Republic of Finland.

Fixed-term permissions can be granted e.g. to the media for the area EFP50 Kruununhaka, where public events are often organised around the Senate Square and the Market Square. In this case, the media company may list all aircraft operators that it uses in the same application, including their contact details.

Single permissions can be granted to operators who have a sudden or occasional need for aviation in a prohibited area.

EFP20 Loviisa, EFP25 Olkiluoto, EFP30 Kilpilahti and EFP55 Hanhikivenniemi

Traficom may, for special reasons, grant permission for flying in the prohibited area EFP20 Loviisa, EFP25 Olkiluoto, EFP55 Hanhikivenniemi or EFP30 Kilpilahti after having heard the Ministry of the Interior.

Single permissions can be granted on a case-by-case basis to operators who need to fly in a prohibited area.

No permission is required for flights operated by military, border guard, police, customs, maritime or civil aviation authorities, or for flights conducted by rescue service, emergency care or patient transportation authorities or by entities authorised by them, when these authorities’ statutory duties or related exercises require flying within prohibited areas. Permission for flying in prohibited areas is not required for helicopter emergency medical services (HEMS) either.

In addition, no permission is required for flights specifically related to the maintenance, operation or use of the facility located in the prohibited areas EFP20, EFP25, EFP30 and EFP55, or for aviation based on international obligations binding on Finland.

There are two types of permissions:
• single permission
• permission for a fixed term

Single permissions must be applied for at least 3 working days before the operations in the prohibited area are intended to begin. Single permissions are always granted on a case-by-case basis, for no more than two months at a time.

Application for a fixed term permission must be submitted to Traficom at least 7 working days before the operations in the prohibited area are intended to begin. The fixed term permission may last to the end of the same calendar year at maximum. 

The application can be submitted using Traficom's form LU3630. You may fill in the form online, or print it out, fill in by pen and send the completed form by e-mail to Traficom’s registry: kirjaamo@traficom.fi and ilmatila@traficom.fi. A fee is charged for the permission as established in the Decree on Traficom's service fees by the Ministry of Transport and Communications. Permissions are always granted on a case-by-case basis.

Permission for aerial photography

Traficom's permission only gives the right to fly within the prohibited area. The possible need for permission for aerial photography must be separately applied for from the Defence Command.
