Aviation licence training completed abroad

If you wish, you may under certain conditions complete flight instruction for an aviation licence or rating abroad and apply to Traficom for the licence.

Training completed in another EASA member state

Training towards a licence or rating completed in another EASA member state is directly acceptable in another member state if the training has been completed in accordance with the EASA Aircrew Regulation that governs European aviation licences. If you have completed training in another EASA member state and do not want to apply for a licence or rating in that country, you can submit your licence application to Traficom. Please note that if you already hold or have applied for a licence in another EASA member state, you must send your applications for other licences or ratings to the authorities of the same country. 

Training completed in third countries

In certain cases, training completed outside EASA member states can also be directly accepted. The credit given and the preconditions for issuing a licence vary between different licence and rating categories. If you would like to apply for a licence or rating based on training that you have completed and experience you have gained in a non-EASA state, please contact the unit Aviation Licences at Traficom.

A training organisation located outside the EASA area may be approved to provide training for an EASA licence. In that case, training completed at the organisation in question and in accordance with EASA requirements allows you to apply for an EASA licence. A list of third-country training organisations approved by EASA is available on the EASA website.

 

If you already hold a licence in another EASA member state, you should send your applications to the country in question. If you would prefer to deal with Traficom in licence matters, you can apply for transfer to Finland. The authorities of one country must always have competence for both aviation licences and medical certificates. This means that when licensing records are transferred from one country to another, medical records will also be transferred to the same authority.

If you would like to transfer the records concerning a licence issued in Finland to another EASA member state, you need to apply for a change of state in the country in question.
