First registration of a watercraft brought to Finland from abroad using the e-services
The first registration must be completed before you put a watercraft into service in Finland. You can complete the first registration in our e-services if you are one of the watercraft’s owners and aged 15 or over. You need to be identified to use this service.
Do the following:
- Step 1
Check the documents
Check that the bill of sale details both the watercraft and its engine separately, even if they are sold as a single package, for instance in the case of water scooters.
- Step 2
Scan or photograph the documents
You must attach the bill of sale or deed of transfer to the first registration notification.
You will need a declaration of conformity for both the boat and the engine if they are new.
- Step 3
Prepare to fill in a number of specifications of the watercraft and its engine
Have a look at the notification form to familiarise yourself in advance with the information you will need. All information marked with an asterisk (*) on this form is also mandatory when you carry out the first registration in the e-services.
- Step 4
Log in to our e-services
Select the First registration of a watercraft service. Fill in the information of the owners/holders, enter the WIN code, and complete the information on the watercraft and its engine
- Step 5
Pay the fee
Pay the fee for the first registration and remember to click on the Return to the seller's service button to receive a confirmation and print your receipt.
- Step 6
You will receive the registration certificate by mail
Once you have registered your watercraft, the registration certificate will be mailed to the contact person's address found in the Population Information System.
Processing time
The processing time of a first registration is approximately one to two weeks if all the required information has been provided. You can log on to our service to check if the watercraft is displayed under your name and has been assigned a registration number. If it is, you may use the craft, even if you have not received the registration certificate yet. However, remember to attach the registration number to the craft as instructed. If necessary, the authorities can check the system to see that the watercraft has been registered and that the certificate is being issued. It is, however, a good idea to always keep the bill of sale in the watercraft when using it.
