Finnish Transport and Communications Agency Traficom has issued two new programming licences for TV broadcasting via the national terrestrial TV network. The two long-term programming licences were issued to Rockway Oy and Turner Broadcasting System Europe Limited.
Traficom has issued a long-term programming licence to Rockway Oy for the channel TapahtumaTV Eveo. The channel’s programming focuses on events and associated programmes. The TapahtumaTV Eveo channel has previously operated based on a short-term programming licence for terrestrial TV broadcasting.

Traficom has also issued a long-term programming licence to Turner Broadcasting System Europe Limited for the high-definition pay-TV-channel CNN International, the programming of which consists primarily of news and current affairs programmes.
“The issuing of this new programming licence serves to expand the range of HD channels available via the Finnish terrestrial TV network,” says Head of Spectrum Management and Media Suvi Juurakko-Lehikoinen. “We support the development of the media sector by providing the sector’s operators with access to functional frequencies that meet their needs everywhere in Finland. These efforts also help ensure the availability of comprehensive television and radio services throughout the country,” Juurakko-Lehikoinen continues.
Traficom issues television programming licences if the TV network has enough broadcasting capacity available for all applicants. If the network does not have enough broadcasting capacity available for all applicants, or if the issuing of a licence is assessed to have a major impact on the general development of the communications market, the decision on whether to issue the programming licence is made by the Finnish Government.
The programming licences issued to Rockway Oy and Turner Broadcasting System Europe Limited will remain valid until the end of the current licence period, meaning 10 January 2027.
Traficom’s television programming licence application rounds support the development of the media sector and help ensure the coverage of radio and TV channels in Finland with functional frequencies.
