Service fees charged by the Finnish Transport and Communications Agency Traficom will increase as of 1 January 2026. The increases will apply, for example, to consumer service fees and supervision fees charged to organisations. Fee increases will mainly range from approximately 10 to 20 per cent. Prices will increase in the areas of aviation, maritime, road and rail transport, as well as for domain name and frequency fees.

The fee increases are intended to ensure cost recovery for Traficom’s chargeable activities. Fees have remained at the same level for a long time, while costs have continued to rise. 

At the same time as costs have increased, Traficom has also been assigned new tasks based on legislation, EU regulation and international agreements. In addition, significant savings have been imposed on central government during the current government term.

Moderate impact on the general public

In most cases, the impact of the fee increases on private individuals will be limited, even though the percentage increases are relatively high. 

We encourage customers to use Traficom’s e-services, as e-service fees are generally lower than fees for matters handled on paper or at a service point.

Examples of price changes for the most commonly used services as of 1 January 2026

Road transport

  • Decommissioning a vehicle: EUR 7 via e-services (previously EUR 6), EUR 22 via in-person service (previously EUR 19). Commissioning a vehicle will remain free of charge.
  • Vehicle transfer permit: EUR 17.50 (previously EUR 15)
  • Vehicle registration notification without attachments (for example change of owner or holder): EUR 3.50 via e-services (previously EUR 3), EUR 10 via in-person service (previously EUR 8.50)
  • Driving test with a category B vehicle: EUR 110 (previously EUR 99)
  • Driving licence permit application: EUR 28 via e-services (previously EUR 24), EUR 45 via in-person service (previously EUR 39).
  • Driving instruction permit application: EUR 29 via e-services (previously EUR 25), EUR 42 via in-person service (previously EUR 36)
  • Theory test for a driving examination: EUR 46 (previously EUR 40)

Boating

  • First registration of a boat: EUR 45 via e-services (previously EUR 40), EUR 70 via in-person service (previously EUR 60)
  • Change of boat owner or holder details: EUR 30 via e-services (previously EUR 25), EUR 45 via in-person service (previously EUR 40)

Drones

  • Registration as a drone operator via e-services: EUR 40 for 1 year (previously EUR 30), EUR 95 for 3 years (previously EUR 75), EUR 125 for 5 years (previously EUR 100)

Domain name and frequency fees to increase 

Domain name fees will also be increased as of the beginning of 2026. The domain name fee will be EUR 12 instead of the previous EUR 9. 

The basic frequency fee will be increased from EUR 1,295.50 to EUR 1,450, and the minimum fee from EUR 18 to EUR 35. 

New fees to take effect on 1 January 2026 

The decrees on Traficom’s transport-related services subject to a fee, administrative frequency fees and other fees charged for spectrum management services, as well as other fees charged for services related to electronic communications, will enter into force on 1 January 2026.

Traficom will also increase certain fees for communications-related services priced on commercial criteria, such as the fee for sub-examinations of the radio amateur examination, as of 1 January 2026.

The new fees will apply to matters initiated on or after 1 January 2026.
