Frequency fees for frequency reservations and radio licences in mobile networks
The frequency fee for a frequency reservation and a radio licence for a mobile network is calculated using the formulas laid down in the Ministry of Transport and Communications decree governing the fees.

The population coverage factor (Kpopulation) is determined according to the ratio of the number of inhabitants in the area of right of use of a radio transmitter, or radio network, radio system or radio station, and the population of Finland. However, the population coverage factor is always at least 0.05 in frequency bands 2,300–2,320 MHz and 24.25–25.1 GHz. A value higher than the minimum population coverage factor is only used when the number of inhabitants in the area of right of use is higher than 275,000.
