Crew member certificate

Crew member certificates are issued to the flight and cabin crew of airlines in order to facilitate their movements at ICAO Member State airports and eliminate the need for travel documents or visas. The certificate is not mandatory. The crew member certificate is bound to a specific airline, and the crew members of an aircraft must leave the country on their next scheduled flight.

How to obtain a crew member certificate

  • Step 1

    Prerequisites

    To meet the prerequisites for obtaining a crew member certificate, the applicant must:

    1) work as an aircraft crew member for a party that has been issued an operating licence by the Finnish Transport and Communications Agency;

    2) meet the requirements for receiving access to the airside areas of an airport, as specified in section 102 of the Aviation Act (864/2014) (background check).

    The crew member certificate is valid for 5 years and subject to the fee specified in the decree on fees. The holder of the operating licence must notify the Finnish Transport and Communications Agency in the event that the employment of a holder of a crew member certificate is terminated.

  • Step 2

    Applying for a certificate

    The employer (i.e., the holder of an operating licence issued by the Finnish Transport and Communications Agency) must apply for the crew member certificate on the crew member’s behalf. The application must include the crew member’s background check, a copy of their passport, a photograph of their face, and a sample signature.

  • Step 3

    Delivery of the certificate

    Traficom will order the crew member certificate from its certificate card supplier and deliver the certificate directly to the address specified by the employer.

    The issuance or non-issuance of a crew member certificate is an official decision that can be appealed .

Applying for a crew member certificate via Traficom’s My e-Services

You can apply for a crew member certificate via Traficom’s My e-Services. To use the service, you must identify yourself and be authorised to act on behalf of your organisation.

The crew member certificate applicant must be authorised to act on behalf of their organisation

The crew member certificate applicant must either be

  1. authorised to represent the organisation in the Trade Register, Business Information System or Register of Associations

or

  1. authorised in the Suomi.fi e-Authorizations service by a person authorised to represent the organisation

Authorisation to represent the organisation in the Trade Register, Business Information System or Register of Associations

When the user selects “Acting on behalf of a company” in Traficom’s My e-Services, the system checks from the Trade Register, Business Information System and Register of Associations whether the person has been authorised to act on behalf of the organisation. If the user has been authorised to represent and sign for the organisation, they can use My e-Services without a Suomi.fi mandate.

Suomi.fi e-Authorizations

If the user has not been registered as a representative of the organisation in the Trade Register, Business Information System or Register of Associations, a person authorised to represent the organisation may grant them a Suomi.fi mandate. Suomi.fi mandates are granted and reviewed in the Suomi.fi e-Authorizations service. Organisations add their representatives directly in the Suomi.fi e-Authorizations service. Traficom does not apply for authorisations for its clients.

Finnish Authenticator 

Foreign employees of Finnish organisations with no Finnish personal identity code can use the Finnish Authenticator Identification Service to verify their identity in My e-Services.

The Suomi.fi mandate needed to apply for a crew member certificate: 

At Suomi.fi, select Application for professional aviation permits. This mandate allows the assignee to do the following on behalf of the assignor: apply for professional aviation permits, such as a crew member certificate (CMC), or declare the qualifications issued, such as cabin crew attestation.

Ordering a crew member certificate 

1) Go to: www.traficom.fi/en

2) Select at the top right-hand corner: Log in to e-services and select “My e-services – private customers, private entrepreneurs, representatives of the company”

3) Identify yourself

4) Select the role in which you are using the service: Acting on behalf of a company/organisation

5) Select “Aviation permits”

6) Select “Application for a crew member certificate”

Service fees

The service fee payment options are online payment when the order is placed or e-invoice if the organisation has chosen electronic invoicing as its payment method.

Electronic invoicing is enabled by adding an e-invoice address for the organisation under “Organisation information” in My e-Services. A person who has been authorised to represent the organisation in the Trade Register, Business Information System or Register of Associations or who has been authorised to maintain traffic operator data and permits (Commercial traffic) in the Suomi.fi e-Authorizations service has the right to add and edit the organisation’s e-invoice address and invoicing information. 

If the company has registered an e-invoice address in the TIEKE service, this address may appear under “Organisation information”, but it must be saved separately in My e-Services.
