Legislation on emissions trading in maritime transport

Emissions trading for vessels is regulated in Finland as part of the European Union’s Emissions Trading System (EU ETS), which expanded in 2024 to also cover emissions from maritime transport. This system is based on EU legislation, and its implementation takes place through national legislation, the most important of which is Finland's Emissions Trading Act.

Emissions trading for Finnish vessels is primarily regulated through EU-level directives, which are implemented under the national Emissions Trading Act. This legislative framework ensures that shipping operators participate in the EU ETS, acquire emission allowances and report their emissions appropriately.
