Apply for a ROC or GOC Endorsement

There are two types of endorsements:

• If you hold a Finnish GOC or ROC radio certificate of competency, the endorsement confirms that your certificate of competency is valid.
• If you hold a foreign GOC or ROC certificate of competency and work on board a Finnish ship engaged in international voyages, you also need an endorsement issued by Traficom.

Endorsement for a Finnish GOC or ROC radio certificate of competency

You can apply the endorsement for a Finnish GOC or ROC radio certificate of competency in three ways:

• by using radio equipment and completing seagoing service
• by completing refresher training approved by Traficom
• by passing a competency examination.

If you apply endorsement by passing a competency examination, the examiner will notify Traficom directly of the successful examination. You do not need to submit a separate application yourself.

Submit a copy of a valid seafarer’s medical certificate to Traficom as an attachment to your application or separately if necessary.

Endorsement for a foreign GOC or ROC radio certificate of competency

Complete section 1 of the application form.

Attach

• a copy of a valid foreign GOC or ROC certificate of competency
• a copy of a valid seafarer’s medical certificate
• a copy of the personal data page of your passport if you do not have a Finnish personal identity code.

The requirement for an endorsement is based on regulation I/10 of the STCW Convention.

Send your application to Traficom

You can send the application by email or to the postal address specified on the application form.

If you send the application by email, we recommend using secure email to prevent unauthorised access to your information.

Endorsement fee

The endorsement costs 40 euros. The fee is based on a decree issued by the Ministry of Transport and Communications.

Duplicate radio certificate of competency

If your original Finnish certificate of competency has been lost or destroyed or your name has changed, you can apply for a duplicate certificate.
