Apply for a general aviation licence or rating

Apply for a pilot licence or rating, re-issue of a licence, revalidation of a licence/rating or renewal of an expired licence/rating.

You can apply for a licence or a rating by sending a written application and relevant attachments to the following address:

Applications are processed in the order of arrival. The licence will be delivered to you by mail. Please note the mail delivery times. To speed up processing, please send your application form and all the required attachments at the same time.

For security reasons we cannot download files from OneDrive, GoogleDrive or any other cloud service. Please send your files as email attachments and use common file formats, such as PDF, JPEG or TIFF.

Attachments required for the application

  • Theoretical instruction certificate
  • Flight instruction certificate
  • Radiotelephony training certificate
  • Certificate of completed language proficiency test, if
    • you are applying for a language proficiency endorsement in English, or
    • you are not a native Finnish speaker and you are applying for a language proficiency endorsement in Finnish
  • A copy of your log book
  • A copy of your passport if you are not a Finnish citizen

  • A certificate of theoretical knowledge instruction (if required for the rating in question)
  • Flight instruction certificate
  • Certificate of completed language proficiency test, if you are applying for a language proficiency endorsement
  • A copy of your passport if you are not a Finnish citizen

  • A copy of your log book if the renewal is based on a refresher instruction flight
  • Description of your experience in one of the following forms:
    • description in the application form
    • separate document
