Seller: Submit a notification of transfer for a vehicle

Submit a notification of transfer for a vehicle in My e-Services once you have sold your vehicle. By submitting a notification of transfer, you ensure that you do not need to pay vehicle tax or other fees after the sale.

To submit a notification of transfer, you will need the buyer’s personal identity code or business ID. The buyer will also benefit from the notification of transfer. When it has been filed, the buyer will not need a digital certificate or the notification part of the registration certificate to notify a change of ownership. The buyer can take care of the matter either in My e-Services or at an inspection station that offers registration services.

When can you submit a notification of transfer electronically?

You are the owner of the vehicle, and you are at least 15 years old.

The new owner or holder of the vehicle has a Finnish personal identity code or a valid business ID.

Do the following

  • Step 1

    Print out the deed of transfer for you and the buyer for carrying out the sale

    Print out pre-filled deeds of transfer from My e-Services.

  • Step 2

    Fill in and sign the deeds of transfer with the buyer

    Check the buyer’s identity. 

    Complete the deeds of transfer when carrying out the sale and sign both of them. Check that both copies contain identical information. Keep the deeds of transfer in case any conflicts arise.

    To submit an electronic notification of transfer, you must always have the buyer’s personal identity code or business ID.

  • Step 3

    After the sale, submit a notification of transfer in My e-Services

    • Log in to My e-Services.

      After identification, select your service role: personal services, acting on behalf of another person or acting on behalf of a company/an organisation.
       
    • Submit a notification of transfer in the Vehicles and taxation section.

      In the list, select the vehicle for which you want to submit a notification of transfer. Then select Seller: Submit a notification of transfer.
       
    • Approve the notification of transfer and go to the Confirmation page to receive confirmation of the activity.

      You can also later check that the notification of transfer succeeded on the My Activities page. 

In the notification of transfer, use the date of transfer agreed with the buyer. 

Do not submit the notification of transfer before the sale has been confirmed. 

After submitting the notification of transfer, the vehicle will be removed from your My e-Services view, and you will no longer be able to create a digital certificate for it or change any registration details. 
 

The service uses an automated decision-making procedure.

If you cannot print out pre-filled deeds of transfer from My e-Services, print blank deed of transfer forms instead.

If you cannot use the e-services, you can submit the notification of transfer at an inspection station that offers registration services or at your insurance company.

More information on submitting a notification of transfer

If the owner is a minor who does not have the right to drive the vehicle in question, the information of the holder who is using the vehicle must be provided. The holder must be of an age that entitles them to drive the vehicle in question.

The registration service cannot be used in the following situations:

  • Registration number missing: The vehicle does not have a valid registration number. 
  • The right to change registration details has been restricted: The vehicle is subject to a registration alteration prohibition issued by an authority, or it contains registration pendency data. 
  • The vehicle has been deregistered or finally deregistered, decommissioned for registration in the military vehicle register or decommissioned for registration abroad or on the Åland Islands. 
  • The vehicle has been stolen: The police have marked the vehicle as stolen. 
  • The vehicle is registered for diplomatic use.

If the new owner of the vehicle you are selling has not submitted a notification of the change of ownership and you cannot verify the name and address of the new owner, submit a notification of a transfer of the vehicle to an unknown party in My e-Services. 

If the vehicle has been stolen, abandoned or lost, you may not submit a notification of transfer to an unknown party.

The date to be entered as the date of transfer in the transport register is the date when the notification is received, not the actual date of transfer. If the notification does not include all the information required to resolve the issue, the date on which all the necessary information is delivered to Traficom will be marked as the date of transfer. The notification is subject to a fee.

Do the following:

  • Log in to My e-Services and select the Vehicles and taxation menu.
  • On the right side of the Vehicles page, click Notification of transfer of a vehicle to an unknown party.
  • Fill in, pay and send the electronic notification.

Frequently asked questions about submitting a notification of transfer of a vehicle

If you have not written down the buyer’s personal identity code or business ID when selling the vehicle, and you are unable to find out the details afterwards, you can submit a notification of transfer either at an inspection site providing vehicle registration services or at your insurance company. In this case, it is not possible to use e-services.

The seller of a vehicle can create a digital certificate in advance to carry out the sale. Once the sale has been concluded, the seller can hand over the certificate to the buyer. The seller cannot submit a notification of transfer until the vehicle has been sold, as the notification of transfer transfers the responsibility for the vehicle to the new owner. However, the new owner must submit a notification of the change of ownership on their part within 7 days of the date of transfer of the vehicle.

If the vehicle seller submits a notification of transfer, the digital certificate is not needed at all. In this case, the buyer may also submit a notification of a change of ownership based on the notification of transfer.
