Accessibility statement for Data.Traficom Maps

Traficom aims to guarantee the accessibility of its web service in accordance with the Act on the Provision of Digital Services 306/2019.

This accessibility statement applies to the Tieto.Traficom maps application.

Accessibility status

The web service partially meets the Level AA requirements of the Web Content Accessibility Guidelines (WCAG) 2.1. Non-compliances with the requirements are mentioned below.

Non-accessible content

The content mentioned below is not accessible for the following reasons: Non-compliance with the Act on the Provision of Digital Services 306/2019.

Structure

  • Language menu: The language definitions for the links in the language menu are deficient, so a screen reader cannot read the texts according to the correct language. (WCAG 3.1.2)
  • Tables: Table headings are not always programmatically marked correctly, making the table structure potentially difficult to perceive with a screen reader. (WCAG 1.3.1)
  • Interactive table: A table containing buttons may be difficult to perceive with a screen reader. (WCAG 1.3.1, 4.1.2)
  • Office lists: It is difficult to perceive with a screen reader which office information belongs together. The dialog title receives keyboard focus, and its heading level is misleading. (WCAG 1.3.1, 2.4.3)
  • Footer heading: An unfamiliar term to the user has been used in the footer heading. (WCAG 2.4.6)
  • Text alternatives for icons: The text alternative for reserved frequency band icons is not descriptive. (WCAG 1.1.1)
  • Decorative elements: Screen readers read some decorative elements as empty elements. (WCAG 1.1.1)

Navigation

  • Focus: When a new view opens, the keyboard focus occasionally remains on the last used element, meaning that the focus does not always move logically to the beginning of the new view. (WCAG 2.4.3)
  • Mobile menu: There are deficiencies in the programmatic implementation of the mobile menu's submenus, which prevents the VoiceOver screen reader from reading the submenu items. The mobile menu covers other interactive elements, and a keyboard user cannot see where the focus is progressing. (WCAG 2.4.3, 4.1.2; WCAG 2.2 2.4.11)

Forms

  • Transmitter location: Selecting a transmitter location is difficult with a keyboard and screen reader. The selection list cannot be closed with the Esc key; instead, a keyboard user must browse through the entire long list to the end to proceed on the form. The list that remains open covers form elements receiving focus. The screen reader does not announce when the list is opened or closed. (WCAG 2.1.2, 4.1.2; WCAG 2.2 2.4.11)
  • Combo boxes: Screen reader users are not informed if combo boxes offer suggestions. (WCAG 4.1.3)

Map embeds

  • Information only on the map: The map embeds contain essential information that is not available in any other accessible format. Consequently, screen reader users, visually impaired individuals, and color-blind individuals cannot always access all the information provided. (WCAG 1.1.1, 1.4.1, 1.4.11)
  • Additional information only via mouse: Some additional information offered about map objects cannot be displayed using only a keyboard. (WCAG 2.1.1)
  • Keyboard trap: It is only possible to skip past the map embed using a keyboard when navigating forward on the page. When navigating backward, a keyboard user may have to go through numerous interactive elements on the map. The name of the skip link does not clearly indicate that it moves the focus past the map. (WCAG 2.1.2, 2.4.4)

The applicable legislation does not cover the content in question

  • The service includes map embeds that have not been made fully accessible because the applicable law (Act on the Provision of Digital Services 306/2019) does not cover map services.

The Finnish Transport and Communications Agency Traficom is responsible for the accessibility of the Tieto.Traficom maps application and the processing of feedback.

Enforcement procedure

If you notice accessibility problems on the website, first give feedback to the website administrator. It may take up to 14 days to receive a reply. If you are not satisfied with the response you receive or if you do not receive a response at all within two weeks, you can submit a complaint to the supervisory authority. The Accessibilityrequirements.fi website explains how to make a complaint and how the matter is handled.
