Accessibility statement for nautical chart feedback

Traficom aims to guarantee the accessibility of its web service in accordance with the Act on the Provision of Digital Services 306/2019.

This accessibility statement applies to the Eservices.traficom.fi/merikarttapalaute website.

Accessibility status

The web service partially meets the Level AA requirements of the Web Content Accessibility Guidelines (WCAG) 2.1. Non-compliances with the requirements are mentioned below.

Non-accessible content

The content mentioned below is not accessible for the following reasons: Non-compliance with the Act on the Provision of Digital Services 306/2019.

General

  • The language menu cannot be operated using a keyboard, and the languages of the texts for the language options have not been programmatically defined. The selected language has not been programmatically marked. (WCAG 2.1.1, 3.1.2, 1.3.1)
  • Tooltips cannot be read using a keyboard or a screen reader. Tooltips appear on hover and cannot be closed without moving the pointer, and the pointer cannot be moved over the text without the text disappearing. Tooltip icons are included in the programmatic labels of some form fields. (WCAG 2.1.1, 1.3.1, 1.4.13)
  • Error messages are not automatically read by a screen reader. Incorrect fields have not been programmatically marked, and error messages have not been associated with the incorrect fields. The contrast of some error message texts is insufficient. The asterisk used to indicate a mandatory field is not explained. (WCAG 4.1.3, 1.3.1, 1.4.3, 3.3.2)
  • Keyboard focus is not visible on all elements. (WCAG 2.4.7)
  • On a wide screen, the progress path (breadcrumbs) is divided into two programmatically separate parts. The current stage in the progress path has not been programmatically marked. The links in the progress path cannot be used with a keyboard, and they lack role definitions. (WCAG 1.3.1, 4.1.2, 2.1.1)
  • The programmatic language of the page is defined as English, even though the page is in Finnish. (WCAG 3.1.1)
  • The notice text initially visible on top of the map has not been connected into a programmatic whole. (WCAG 1.3.1, 2.4.4)
  • Focus is not transferred to the instruction window when it opens. At the close button (X), it is not entirely clear in screen reader use what is being closed by it. Heading levels confuse the page's heading hierarchy. (WCAG 1.3.2, 2.4.3, 2.4.6, 1.3.1)
  • When moving between stages, focus is not transferred to a logical location. (WCAG 2.4.3)
    • The main heading of the page has a heading level of H2. (WCAG 1.3.1)
  • The text alternative for the logo link does not contain all the text present in the logo. (WCAG 2.5.3)
  • The so-called skip link at the beginning of the page does not transfer focus to the beginning of the main content. (WCAG 2.4.1)
  • The arrow icons on the Back buttons needlessly have non-empty text alternatives. (WCAG 1.1.1)
  • The loading animation is not presented to screen reader users. (WCAG 4.1.3)

Map stage

  • Markings cannot be made as polygons or lines without a mouse (e.g., using a screen reader or keyboard). (WCAG 2.1.1)
  • Map sök (search) results cannot be operated using a keyboard. No feedback is given to screen reader users when a search is performed. Coordinate fields are included in the reading and focus order even when they are hidden. The clear icon (X) of the search field lacks a text alternative, and after clearing the field, focus is not transferred to a logical location. (WCAG 2.1.1, 4.1.3, 1.3.2, 2.4.3, 1.1.1)
  • No feedback is given to screen reader users when a marking is added. (WCAG 4.1.3)
  • Map markings cannot be bypassed using a screen reader or keyboard. The markings lack text alternatives, and their information cannot be read with a screen reader. The close button (X) of the text box containing the marking's information lacks a text alternative. Keyboard focus is not visible on the markings. (WCAG 1.3.2, 2.4.3, 1.1.1, 1.3.1, 2.4.7)
  • The labels of the coordinate fields have not been programmatically connected to the fields. (WCAG 1.3.1)
  • The button text "Hae" (Search) is misleading when it adds the coordinates to the Observation stage. (WCAG 2.4.6)
  • When selecting map basemaps, the order of the form elements is illogical. The entity has not been programmatically grouped, and its singular heading "Valitse karttapohja" (Select basemap) may be misleading. The labels of the sliders are deficient, and the current value is not clearly stated. The contrast of the light gray parts of the sliders is insufficient. (WCAG 1.3.2, 2.4.3, 1.3.1, 2.4.6, 4.1.2, 1.4.11)

Observation stage

  • The observation table is not programmatically presented as a table, and different marking types are distinguished only visually. The delete icons (X) are programmatically links and not buttons. No feedback is received via screen reader when a row is deleted, and focus is not transferred to logical content afterward. The visual label of the observation table is "Liitteet" (Attachments). (WCAG 1.3.1, 1.1.1, 4.1.2, 4.1.3, 3.3.2)
  • No feedback is received via screen reader when an attachment is added or removed, and focus is not transferred to a logical location afterward. The attachment entity has not been programmatically grouped. The delete function is implemented with a link instead of a button. (WCAG 4.1.3, 1.3.1, 4.1.2)

Contact information stage

  • The labels for the captcha buttons and the text alternative for the image are in Finnish, even if the page language is English or Swedish. The functions are implemented with links instead of buttons. (WCAG 2.4.6, 4.1.2)
  • The purposes of the Name, Phone, and Email fields have not been programmatically defined. (WCAG 1.3.5)

Feedback view

  • Focus is not automatically transferred to the feedback view. The close button (X) lacks a text alternative. (WCAG 1.3.2, 2.4.3, 1.1.1)

Mobile layout

  • The functions for coordinates or address, and Change basemap, cannot be operated using a screen reader or keyboard. It is possible to focus on invisible items. (2.1.1, 1.3.2, 2.4.3, 2.4.7)

The applicable legislation does not cover the content in question

  • The website contains a map embed that has not been developed to be accessible, as the applicable law (Act on the Provision of Digital Services 306/2019) does not cover map services.

If you notice accessibility problems on the website, first give feedback to the website administrator. It may take up to 14 days to receive a reply. If you are not satisfied with the response you receive or if you do not receive a response at all within two weeks, you can submit a complaint to the supervisory authority.
